2024年是香港社會工作人員協會 (本會) 成立75周年,我作為會長很高興向大家報告本會一直致力推動「團結社工」及促進「專業發展」,並取得良好進展。

會員

持續努力拓展本會會員的人數增長至為重要,直接影響本會實踐使命的成效及本會的持續發展。在2024年,本會努力建立一個生機更蓬勃的會員基礎,採取既可留住現有會員,並同時可招募新會員的相輔相成策略。本會主動去接觸更多不同規模的社福機構,與機構共同合作,鼓勵機構參與本會活動,並邀請機構向員工推廣本會的工作。

本會於2024年8月22日在心連心學院開幕典禮上,與香港社福界心連心大行動 (「心連心」) 及心連心學院共同簽署了合作備忘錄 (MOU)。「心連心」是一個以「同心圓」理念團結社福界的非政府機構,而剛成立的心連心學院,致力回應香港特別行政區行政長官在其開幕典禮上致詞中所表達學院成爲「新地標」,「新動力」及「新平台」的期望。透過簽署合作備忘錄後,本會可有效地運用心連心和心連心學院的網絡與社福界有更廣泛聯繫。

適逢本會成立75周年,在2024年特別推出會員優惠,會員可按原價七五折 (即享25%折扣) 繳付會費,並加設新的三年及五年年期會員(在原有一年及永久會員之上),這有助本會重新出現在潛在會員的視線。

最動人社會工作者選舉

本會踏入75周年,理事會決定舉辦「最動人社工及社工課程學生」選舉,目的是表揚那些用「心」服務社羣的社工及/或社工課程學生,希望會在申請者當中選出10位最動人的社工及/或社工課程學生頒授此奬項,十分欣喜收到共99份申請 (來自90位社工和9位學生)。

甄選團 (由17名來自不同背景的成員組成) 和評選團 (由勞工及福利局局長擔任首席評判) 努力地審核了99份申請,評選團最後決定頒授10位最高得分者「最動人社工」奬,並且額外贈授15個優異奬予10位社工和5位社工課程學生。《明報》亦舉辦網上投票,讓公眾人士從10位「最動人社工」中選出「公眾最喜愛最動人社工」,亦藉此與大眾分享社工最動人的工作經驗。

上述26項獎項的頒奬禮將於2025年2月21日周年晚宴上舉行,感恩此次活動得到社福界踴躍支持, 600多名來自政府、捐款人、社福機構和其他支持機構的人士將出席這「周年晚宴暨最動人社工及社工課程學生選舉頒獎禮」,了解和分享得奬者的動人工作經驗。

香港社會工作專科院

本會轄下的香港社會工作專科院一直努力社福界持續專業發展的工作。專科院在2021-23年間建立了的3個專科專業能力架構,包括:精神健康、家庭及兒童、學校各方面,更在2024年6月制定了「復康社工專科專業勝任能力架構 」,並於2023年11月,覆檢及更新三年前制定的「學校社工專科專業勝任能力架構」。「通用專業勝任能力架構」經2023年覆檢後,再通過本地研究,轉化為「社會工作專業能力量表」以評核本地社工的專業能力。除了認可持續專業發展課程和認證社工資歷外,專科院更在2023年9月至2024年9月期間提供了107個培訓課程以提升香港社工的專業能力。

社工日

為支持2024年世界社工日,本會以「承先啟後見朝陽」為主題參與舉辦了一系列的活動。這些活動包括:2024年3月19日舉行「幸運就是遇到你」社工日活動,藉此讓超過480名社工及學生分享應用社工價值及如何克服挑戰的經驗;在2024年3月舉行的感謝活動,24間社福機構收集了服務使用者對社工的謝意和欣賞感言;在2024年3月21日舉辦了「頌揚改變–擁抱多元社工晚會」,藉此慶祝多元種族社會工作分會成立兩周年;在2024年5月1日舉行的「同行共跑–2024社工長跑」,由勞工及福利局局長主持開跑,有超過1300名社工、社工學生、機構員工、義工和服務使用者參與。

學習經驗

亞太區社工學生會議「鬥智: 社工智慧與創科智能」於2024年6月5日至8日在澳門舉行,超過80名來自內地、香港、澳門、台灣、馬來西亞和菲律賓的學生出席會議。

為期7天的「內地社會工作發展研習班」於2024年8月31日至9月6日在湖南舉行,共有47位來自不同機構的社會工作專業人員參加,所有參加者均表示獲益良多。

回顧2024年,我衷心感謝政府、資助機構、捐贈者和眾多支持機構的慷慨支持和鼓勵。我亦非常多謝理事會成員、會員、義工和職員團隊無私的貢獻及熱忱。在新的一年,我深信本會將能持續發展,令社工專業行久致遠。

The year 2024 marks the 75th Anniversary of the founding of the Hong Kong Social Workers Association (the Association). I take pride as the President in reporting the significant progress that the Association has been making in advancing its mission of unifying social workers and advancing the profession.

Membership

Investing in membership growth is very important to the Association as it directly impacts its success and sustainability. We in the Association have been striving to build a more thriving membership base. Our approach is targeted at both retaining current members and recruiting new members. We have been actively reaching out to more social welfare agencies of different sizes. We have also been positively engaging more agencies in our activities and sought their assistance in promoting the Association to their staff.

On 22 August 2024, the Association signed a Memorandum of Understanding (MOU) on Future Cooperation with the Connecting Hearts and the Connecting Hearts Academy at the opening ceremony of the Academy. The Connecting Hearts is a non-governmental organization (NGO) engaged in uniting the social welfare sector. The Academy, as stated by the Chief Executive of the Hong Kong Special Administrative Region at its opening ceremony, is designed to be a new landmark; a new motivating force; and a new platform for the social welfare sector. The signing of this MOU connects the Association with the wider social welfare sector through the Connecting Hearts and Connecting Hearts Academy network.

In commemorating the 75th Anniversary of the founding of the Association, a special membership promotion package has been launched in 2024 to enable Members to pay their membership fees at 75% of the original fees (with a 25% discount). Furthermore, 3-year and 5-year duration memberships have been added on top of the original 1-year and life membership. This goodwill gesture helps to bring the Association back to the radars of our potential Members.

The Heartwarming Awards

As the Association is entering its 75th year, we in the Council have decided to launch “The Most Heartwarming Social Workers and Social Work Students” Competition. The objective is to give recognition to those social workers and/or social worker students who have served the community with their “hearts”. We have intended to give out awards to the 10 most outstanding applicants who may either be social workers or students. To our pleasant surprise, we have received a total of 99 applications (90 from social workers and 9 from students).

The screening committee (comprising 17 members of diverse backgrounds) and the judging panel (chaired by the Secretary for Labour and Welfare) have diligently reviewed these 99 applications. The judging panel has decided that the 10 applicants who gained the highest scores would receive the 10 Most Heartwarming Social Workers Awards and additionally, the Association would give out 15 merits awards to 10 social workers and 5 social work students. Ming Pao has advertised the 10 Most Heartwarming Social Worker Awardees publicly and asked the general public to vote for the best (out of the 10). In this way, we share with the community the most heartwarming experiences of our social workers.

The award ceremony will take place at the 2025 Annual Dinner to be held on 21 February 2025. The Annual Dinner cum Heartwarming Award Ceremony event has received overwhelming response from the welfare sector. Over 600 participants from the Government, donors, welfare agencies, and other supporting organisations will attend the event to share and learn from the heartwarming experiences of the awardees.

The Academy of Social Work

The Academy has continued, with vigor, its important mission of producing continuing professional development for the social welfare sector. The Specific Professional Competency Framework (PCF) for Rehabilitation Social Workers was developed in June 2024, in addition to the three Specific PCFs (on Mental Health, Family and Children, School) built up in 2021-2023. The Review of Specific PCF for School Social Workers was completed in November 2023, three years after its establishment to keep it up-to-date. After its Review in 2023, the General PCF was converted by local research into a Professional Competency Inventory for measuring local social workers’ competency. Besides accrediting CPD courses and credentialing social workers, the Academy provided 107 training sessions between October 2023 and September 2024 to advance the competencies of social workers in Hong Kong.

The Social Work Day

To support the World Social Work Day 2024, several events were organized under the theme “Inherit the past to inspire the future for a new start”. These included: the Social Worker Forum – Narration of Case Stories, held on 19 March 2024, where over 480 participants shared their experiences on the application of social work values and real-life challenges; a Thanksgiving Function, arranged in March 2024, where 24 social welfare agencies showed appreciation to social workers by gathering gratitude messages from service users; “Celebrating Change on Social Work Day” – an Embracing Diversity Evening Reception”, held on 21 March 2024, which also marked the 2nd anniversary of the Chapter on Ethnically Diverse Social Work; and the Social Worker Run, held on 1 May 2024, which was officiated by the Secretary for Labour and Welfare and drew the attendance of over 1300 social workers, social work students, NGO staff, volunteers and service users.

Learning Experience

The Asia Pacific Social Work Student Conference – Battle of Wits: Social Work Wisdom vs. InnoTech Intelligence was held from 5 to 8 June 2024 in Macau. Over 80 participants from the Mainland, Hong Kong, Macau, Taiwan, Malaysia and the Philippines took part in the conference.

A 7-day National Studies Course was organized from 31 August to 6 September 2024 at Hunan. A total of 47 social work professionals from various agencies participated in it. All participants have found the experience rewarding.

Continuing our Journey

Reflecting on the journey we have taken in 2024, I would like to give my heartfelt thanks to the Government, funders, donors and our many supporting organisations for their generous support and encouragement. I would also like to sincerely thank the Council Members, Members, volunteers and the staff team for their unrelenting passion and dedication. As we embark on the coming year, I am confident that the Association will continue to foster its growth for the purpose of better serving our profession.
